FWIW, just compiling the latest plucky sources for dracut (106-2ubuntu5) and plymouth (24.004.60-2ubuntu7) on noble, without any changes, seems to work just fine. I tried backporting the relevant dracut changes first, but that resulted in a quite slow and bloated (~5x the size) initrd compared to just installing the plucky version.
