Further narrowing down, it is all due to self._get_ua_security_status() Not very surprised. It is sad to see the quality of update-manager plummeting (even during a released LTS) with the invasive UA changes destabilizing everything. It is seen over and over again.
Especially when you are not interested in UA this is very annoying.
