I can confirm this problem (Lenovo Thinkpad P1 Gen7). After successfully
using efitools on a HP zbook I am trying to use

 - HelloWorld.efi
 - KeyTool.efi

on a Lenovo thinkpad P1 Gen7:

 - secure boot disabled
 - installed the EFI binaries to /boot/efi/EFI/ubuntu/ - next to grub's EFI 
files
 - used 'efibootmgr' to create entries in the boot menu (labeled 'hello' and 
'KeyTool', respectively)
 - boot, hit F12 to get to the boot menu, navigate to 'hello' 
 - testing unsigned, unmodified efi binaries Hello.efi:
    => blue screen, nothing is being printed; returns to boot menu on keypress
 - reboot, hit F12, navigate to 'KeyTool'
 - testing unsigned, unmodified KeyTool.efi
    => screen goes black for a very brief period (<1s) and immediately returns 
to the boot menu.

Note that I also have generated a UKI with my linux kernel, installed that into 
the same directory
(/boot/efi/EFI/ubuntu/) and added a boot menu entry the same way I added the 
entries for 'HelloWorld' and 'KeyTool' and this UKI **works fine**. So I don't 
think it is a problem with efibootmgr.
