I tested first with snapd deb 2.67.1:

kernel 6.11.0-26-generic
With re-exec disabled, I installed chromium-browser and verified that
during the install, the progress bar never went past 20%.
I then did the same but first updating snapd to 2.68.5+ubuntu25.10.2 and
verified that the progress bar did in fact progress pass 20%.
