Suggesting the 'blacklist' in germinate terminology is changed to
'blocklist'.

Reason: 'blocklist' is an inclusive term.

Context: Ubuntu project docs are now being consolidated (and revamped)
at https://github.com/ubuntu/ubuntu-project-docs

Aside from the practical benefit of not having to create exceptions for
automated language checks that run on the docs, it also would be a
generally nice thing to do. With the new docs potentially bringing many
more eyes on the distro processes, and with the goal of attracting new
contributors, now would seem a good time to do changes like these.

I'm not sure what other tooling or workflows this could break, but I
hope that even if not immediately possible, this can start the process
towards the change being eventually implemented.
