Public bug reported:

This is a request to remove ruby-sham-rack from Ubuntu 25.10, for the
following reasons:

- ruby-sham-rack is one of the packages currently blocking the ruby-rack
migration from -proposed
- the package is not adapted to run with ruby-rack 3.*. , which is the version
we want to include in questing. It causes several Rack::Lint errors in dep8
tests as of now
(https://objectstorage.prodstack5.canonical.com/swift/v1/AUTH_0f9aae918d5b4744bf7b827671c86842/autopkgtest-questing/questing/arm64/r/ruby-sham-rack/20250617_024211_839b5@/log.gz).
Fixing the Linter errors is possible, but then there are new errors about type
expectations from Rack.
- the package was removed from debian by the maintainers, as it's a leaf
package that is buggy and preventing the rack migration
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1094643)(https://tracker.debian.org/pkg/ruby-sham-rack)

Removing it from Ubuntu follows what was done in Debian and unblocks
migration of ruby packages.
