I used virt-manager to define an arm64 virtual machine with 16 CPUs.
Booting the VM failed because the generated libvirt XML did not contain

  <features>
    <gic version='3'/>
  </features>

Gic version 3 is needed to accommodate more than 8 CPUs. Libvirt should
select this feature by default when generating the machine description.

As default users cannot be expected to know that lack of this feature is 
limiting the number of CPUs we should change the defaults for autogenerated 
libvirt XMLs.
