After taking a look, the error 10 is a red herring, the actual issue is rather that you got prompted during upgrades in the first place.
I was unable to reproduce when upgrading a container from Jammy to Noble, presumably there is something specific to your setup that triggered the issue. Could you tell us how your system was installed, e.g. from an ISO? If so, which one in particular? Which language/country/keyboard settings did you use? Did you fiddle at all with locale or keyboard-related files in /etc?
