As we can see in comment #65 (PR #952848), Jay used official builds of
dnsmasq 2.90-2ubuntu0.1 from noble-proposed
(https://launchpad.net/ubuntu/+source/dnsmasq/2.90-2ubuntu0.1/+build/30942584).
And confirms (in comment #66) that using those builds the OpenStack
Ironic CI finished without any crashes related to dnsmasq.

In addition to that, the updated dep8 tests can now provide a green baseline 
(for the first time on Noble):

The testing regressions reported in comment #67 all seem to be infrastructure 
failures, and I re-triggered them.
