odd indeed.
A few questions to help me and anyone looking at the bug understand the case:

For most info virt-manager only displays what libvirt thinks.
Can you show the output of `virsh dominfo <domname>` in the moment this happens?
In particular, but not exclusively the "State" field.
If that is also showing paused the problem (or explanation) is in libvirt.

Also, I assume from the screenshot that the repro is "get the installer ?iso?
and boot it".
Once you are sure clear steps to reproduce be spelled out here would be helpful.

Just for confirmation - once you have the repro clear.
Doing the same for any other e.g. x86 on x86 or for more similarity arm64 emu
on x86 or so - will that cause the same?

I know that only know many things come together (I see you bug about
dependencies), but to the extend possible - did that happen on other releases
already?

To exclude oddities in the installer, does the same happen if you do not use
the installer e.g. an image deployment?

just to be clear, the bug reads as "shows paused but keeps running and working
fine while doing so" - correct?
