dpkg-buildpackage (?) on Ubuntu seems to set ELF_PACKAGE_METADATA which adds a notes section to the kernel ELF binary which in turn breaks boot. Grub loads the kernel and then falls back into the grub menu. Not sure if this is a grub or efistub issue or somewhere else. On arm64 that is, haven't tried amd64.
This means that upstream 'make bindeb-pkg' produces an unbootable kernel when run on Ubuntu.
