Looking at this today, it seems we inadvertently early exited Cycle() in the wrong place when filling the pipeline in https://salsa.debian.org/apt-team/apt/-/merge_requests/500
I'm struggling to give an example though right now, I'll go eat some lunch and think about it. But please check if that does something for you.
