Looking at this today, it seems we inadvertently early exited Cycle() in
the wrong place when filling the pipeline in
https://salsa.debian.org/apt-team/apt/-/merge_requests/500

I'm struggling to give an example though right now, I'll go eat some
lunch and think about it.

But please check if that does something for you.

We were essentially inserting in the order of (fetch after, -priority)
but our loop was exiting early based on (-priority, fetchg after).
