Public bug reported:
fwupdmgr reports a pending firmware update but after choosing to apply
it and then rebooting the machine, it is never actually applied and from
what I can glean during the boot process the fwupdx64.efi is never
actually executed. It would appear that the efi boot order is not
getting set properly.
