When you mention upgrading to Ubuntu 25.04, did you install php8.4
manually after the upgrade? An upgrade from 24.10 to 25.04 keeps php8.3
installed.
I tried a simple reproducer with apache2+mysql+php but could not get to the
issue.
Could you please share the configuration you are using when this bug happens?
Would you have steps to reproduce this issue from a fresh install?
