Yesterday the new s390-tools version 2.38 was released:
https://github.com/ibm-s390-linux/s390-tools/releases/tag/v2.38.0
Even that this is highly likely not the target release for questing / 25.10,
it comes with significant changes and additional tools.
So it makes sense to package this new version now for questing
to allow some time for testing (and to avoid less rush around feature freeze).
