sorry for the late reply but the person on triage that way was ill and we are 
only slowly recovering the bugs left behind one by one.

The log is not saying much

I see in the log you first installed this set:

Followed by this which failed:

I was doing the same on the same release, but that worked just normally

So as the error message suggested it is about checkin on your system why the 
service fails.
Usually a custom setting or condition on your system which can't be predicted.
So follow the suggestion in the error

See "systemctl status freeradius.service" and "journalctl -xe" for
details.

That might lead you to the cause or to more that is worth to report to help 
others to understand.
Until that was provided I'm not sure how to act on this case ...
