This happens when I detach an OpenStack instance interface, attach a new
one, and then reboot the instance. After that, the instance does not
work with the new interface.
I see these logs:

[ 6.114886] cloud-init[644]: 2025-06-28 01:38:35,826 - stages.py[WARNING]:
Failed to rename devices: Failed to apply network config names: [nic not
present] Cannot rename mac=fa:16:3e:a7:c9:78 to ens3, not available.
The instance only works after removing the following from the Netplan
configuration:
match:
macaddress: 00:16:3e:06:05:12
And then running dhclient.

This issue also occurs with Ubuntu 24.04.
