I have exactly the same issue with 'Samsung SSD 990 PRO with Heatsink 4TB', firmware 4B2QJXD7. Kernel 6.8.0-60-generic. Will be trying the "nvme_core.default_ps_max_latency_us=0 pcie_aspm=off pcie_port_pm=off" workaround now.
