I think Launchpad's state is at least arguably correct. It shows both 2.03.31-1 and 2.03.31-2 as Published in Debian sid, and that matches sid's Sources file:

to contain multiple versions of a given source package, and client tools need to tolerate that by selecting the highest version out of all the ones that are published. However, because it's somewhat rare (and possibly never happens in Ubuntu - I don't quite remember), it wouldn't surprise me if some clients get this wrong.
