Apport should collect debconf configs if there are any for the package
or at least provide a helper function for it. Example:

$ debconf-show tzdata 2>/dev/null

  tzdata/Zones/America:
  tzdata/Zones/Atlantic:
  tzdata/Zones/Etc: UTC
  tzdata/Zones/Africa:

  tzdata/Zones/US:
  tzdata/Zones/Australia:
  tzdata/Zones/Asia:

IMO should be collected by default for package installation issues.
