Vulkan 1.4 is a really big release with lots of new features which are important to Vulkan devs, so upgrading will help those and it doesn't break other users.
Timo had done is once few years back, probably for 18.04 when Vulkan 1.2 was release in jan-2020, and canonical upgraded the vulkan loader for 1.2 on 2 year old LTS. We don't want users with 24.04 LTS to live with older vulkan version for next 10 years.
