That's not correct. The bug was originally reported as "affects 10.7": https://jira.mariadb.org/browse/MDEV-36009 . I can confirm this affects 10.6 as well as we've seen this happen in production. After applying a systemd override to "Restart=on-abnormal", mariadb is properly restarted on OOM.
It was probably never merged to 10.6 because debian stable only ships 10.11. It's not a bug in the mariadb server code, but rather in the systemd unit file.
