Public bug reported:
dovecot-antispam has not yet been updated for dovecot 2.4 (see
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1104033), and due to
its dependence on the dovecot 2.3 ABI, it's blocking dovecot 2.4 from
migrating (LP: #2110444):

Here's the dovecot-antispam build log showing the missing dovecot 2.4
ABI support:
cc -DHAVE_CONFIG_H -I/usr/include/dovecot/ -I/usr/include/dovecot/src/
-I/usr/include/dovecot/src/lib/ -I/usr/include/dovecot/src/lib-storage/

-I/usr/include/dovecot/src/imap/ -o dovecot-version dovecot-version.c
./dovecot-version > dovecot-version.h
CC antispam-storage.o

Unfortunately, upstream appears to be no longer active, and debian's
dovecot-antispam packaging seems fairly dead too:
https://git.sipsolutions.net/dovecot-antispam.git/log/
https://salsa.debian.org/ron/dovecot-antispam/-/commits/debian?ref_type=HEADS
It's possible someone will eventually update it, but so far I am not
spotting evidence to support hope here. I don't know how easy or hard
the task would be, but sounds like much has changed in dovecot 2.4.
As I understand it, dovecot-antispam does not handle spam detection
directly, but rather is a plugin that allows hooking in other spam tools
as backends. There are other mechanisms for doing this (such as
procmail + spamassassin) that may be less convenient for dovecot users,
but are more actively supported by Ubuntu.
So, I think removing dovecot-antispam/2.0+20171229-1.1build1 and its
binaries on all architectures should allow dovecot to migrate. I don't
think we need to blacklist it though; if a new version of dovecot-
antispam becomes available from Debian then presumably it would include
the 2.4 API support, thus solving the issue.
