If you've successfully resolved this issue, please let us know what
steps you took to work around it.

Otherwise, if you're still experiencing the bug, here are some tips for
helping figure out what's going wrong:

a.   Edit (as sudo) the file /usr/share/apache2/apache2-maintscript-helper, and 
add a `set -x` right after the initial #!/bin/sh line in that file.  This will 
cause the script to print every command executed in the apache2_switch_mpm 
call, and identify precisely what command is failing.
b.   Re-run the installation/configuration: Execute sudo dpkg --configure 
libapache2-mod-php8.3 on the system having this problem.  That should 
re-trigger the same failure.
c.  Collect all output from the above and paste it or upload it to this bug 
report.
d.  Please also attach /var/log/apache2/error.log
e.  The output of `sudo journalctl -xe` would also be helpful.
