what did it for me was:
sudo apt remove --purge linux-headers-generic-hwe-24.04
it removed everything. You may have to fix your dpkg database also:
sudo dpkg --configure -a
After that, I did a
sudo apt autoremove
and doing that seems to have fixed everything. After one more apt update
&& apt upgrade and a reboot, I was confused to see a correctly installed
kernel 6.14.0-24, don't ask me how that came to be.
