I can't reproduce this on my ROG Zephyrus G14 GA402 running 25.04
(6.14.0-24-generic) connected via HDMI to an LG monitor. Sound levels do
not move, whether playing media or not.
Please try reproducing with debug logging enabled in the journal for
these services to see if there's any clues,
# Enable debug logging,
$ wpctl set-log-level D
$ wpctl set-log-level 0 4
Reproduce issue...
# Disable debug logging,
$ wpctl set-log-level -
$ wpctl set-log-level 0 -
Then try reattaching the journal again with with the command in #2.
