From https://merges.ubuntu.com/new_mom_py3/q/q2-phylogeny/REPORT, the
root cause of the failure is that the Ubuntu originated
"python3.12.patch" has been upstreamed as "configparser.patch". With
that being upstreamed, there is no more Ubuntu changes, and the Debian's
2024.5.0-1 can be adopted directly.
