[SRU Justification]
Impact: This is a follow-up to the SRU done via bug #2106115. We need to
backport that change to allow kernel with different fan map values to be
handled by the same ip tool. Right now only one value is hard coded into
the user-space tool. When doing the fix I thought it would be good to
have an indication when things would fall back to the original default.
Unfortunately printing to stdout was not a good idea.
Fix: This update just moves the additional output from stdout to stderr.
Which prevents breaking things which parse the stdout output.
Testplan: Check whether netplan.io ADT testing is good with the updated
iproute2.

+ Where problems could occur: All the changes from the initial SRU and the
