I've done some tracing between evince-previewer and papers-previewer
side-by-side.
The apparmor error looks unrelated.
What looks related, however is that although both share almost the same code,
papers switched to GTK4.
And gtk4 replaced the cups printing backend by the cpdb
(common-print-dialog-backend). From the looks of it, there seems to be a bug in
the gtk4 print-backend-cpds module. When receiving a refresh dbus method from
gtk (org.openprinting.PrintBackend.doListing), the cpdb-backend-cups dbus
service just dies and leaves gtk waiting for a dbus method timeout.
I haven't gone much further than that. Targetting cups+gtk4
