It looks like this arm64 regression has been a persistent issue since
the 1.21-1 version and potentially earlier. I've triggered a new
autopkgtest run for reference (`migration-reference/0`).
Digging into the details, I wonder if this might be related to a recently
closed upstream bug:

This upstream issue describes checkpoint test failures specifically on
`aarch64` due to "memory tracking not supported" with the newer 6.x
kernels (which Questing is using). Their approach was to conditionally
skip the problematic test on `aarch64`.
The specific test failing in our logs is `test_checkpoint_restore.py 3 -
checkpoint-restore-pre-dump`.
Our current autopkgtest logs don't show the exact output of the
`final_dump_size > pre_dump_size` comparison that causes the failure in
this test, only the overall FAIL. Getting that specific output might
help confirm if this is indeed the same "memory tracking" issue.
