Public bug reported:
The glibc presence in main pre-dates the MIR process so there isn't an
existing MIR to follow up. Ideally we would create one and get a proper
review but for now we would like to request the existing `locales-all`
universe binary to be promoted.
The binary was apparently in main already in focal and demoted again.
The rational would be to make all locales available to the gnome-
initial-setup new-user flow which replaced oem-setup in the raspi
desktop image
