Alright, I was able to get lucky and reproduce this once with in a 24.04
LXD VM with:
$ tc qdisc replace dev enp5s0 root pfifo_fast
$ tc qdisc replace dev enp5s0 root fq
But, this is not deterministic. I have not been able to do it again, so
I am running some things continuously to see how frequently I can
trigger it so that the test plan can be semi-reliable.
