To the best of my knowledge this should be fixed now. The root cause was
that at some point a kernel without AppArmor 4.x was published for
Questing. It has since been replaced with one that works, AFAIU kernels
after 6.15.0-4.4 should be fine and snapd autopkgtests should no longer
be failing.
