4d4c10f763d7 ("PCI: Explicitly put devices into D0 when initializing")
introduced issue for VF which doesn't have PM capability enabled.

This was raised upstream.

907a7a2("PCI/PM: Set up runtime PM even for devices without PCI PM")
adds the fix.

I don't believe it's a good idea to have the first commit without the
second, can you make sure you pick up the fix everywhere?
