I've tried all following now, it still does not work
* ~/.config/wireplumber/wireplumber.conf.d/ did not exist at all
* rm -rf ~/.local/state/wireplumber
* wpctl settings --save device.routes.default-sink-volume 0.2
* systemctl --user restart wireplumber

Now it resets to 50% volume when i unplug the monitor, but when i plug
the monitor in i still get 100%, regardless of the previous setting.

See attached log with verbose mode on.
