Can you provide your `ls -l /run/systemd/network/` and `cat
/run/systemd/network/*.network` so we can see what Netplan is actually
instructing networkd to do? Include `networkctl status` for both
interfaces too.
Also, let's get detailed networkd logs: `journalctl -u systemd-networkd
--no-pager`. That may show us any warnings or errors networkd hit while
processing the config and adding routes.
