Specifically, this is debian/missing-sources/lcms2-sys/vendor/
and then see the lcms2-sys/src/ for the Rust wrapping code with the rest of the 
Rust code in missing-sources/lcms2/

My initial thinking is that yes, this is a code copy. I don't think we
want to attempt to strip this out at this time. For one thing, we need
the lcms2 source code but there isn't currently an Ubuntu binary package
that provides the source code.

Please note that the lcms2-sys code is also copied in at least glycin
and gnome-snapshot.
