This is not a Landscape issue. If the esm/fips repositories aren't the "real" one (i.e. not a mirror), then Landscape has no way to know whether the pro status should be enabled.
This information needs to come from pro. From the related bug given above (https://bugs.launchpad.net/ubuntu/+source/ubuntu-advantage- tools/+bug/2031192), it looks the pro team has fixed this. This is the correct work-around.
