This is a regression introduced by upstream dkms v3.1.7 from
https://github.com/dell/dkms/pull/507, in which two commits were added without
a good reason:

We have shipped hm2172 and hi556 devices, so I don't think they should
be removed before knowing the in-tree modules are compatible with
shipped hardwares or not.
