I'm inclined to say that we should be dropping QEMU on armhf right now.
It's already dropped on i386.

Virtualization/Emulation on armhf seems like an edge case and with the
upstream hints about deprecation of 32-bit architectures (starting with
10.0), this will only get worse over time and be a time sink for us.

IMO we should avoid getting qemu/armhf into 26.04 LTS and potentially
drop it right now in Questing.
