Messages that are attached to a LP bug that request a verification, like the
above:

state that the new package(s) are available "in a few hours", which is correct
for most cases.
But in case of the s390-tools (where signing is needed that req. extra approval
steps etc.) this takes a bit longer - sorry for that.
But meanwhile the updated packages are available in -proposed and can be
installed:
$ lsb_release -r
No LSB modules are available.
Release: 25.04
$ apt-cache policy s390-tools
...
Version table:
2.37.0-0ubuntu2.2 100
100 http://ports.ubuntu.com/ubuntu-ports plucky-proposed/main s390x
Packages
...
or:
$ rmadison --suite=plucky-proposed --arch=s390x s390-tools,s390-tools-signed
s390-tools | 2.37.0-0ubuntu2.2 | plucky-proposed | s390x
