Public bug reported:

Spinning this bug off of 2072586 because it's not strictly related to
the dconf changes.

On a default Noble install, apt's pkgProblemResolver (when triggered)
finds unmet dependencies (full log attached as noble-desktop-
breaks.txt):

The following packages have unmet dependencies:
 libcanberra-pulse : Depends: pipewire-pulse but it is not going to be 
installed or
                              pulseaudio but it is not going to be installed
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by 
held packages.
```

After removing libcanberra-pulse, pkgProblemResolver attempts to remove
many desktop packages (see attached noble-desktop-remove.txt).

The libcanberra-pulse issue does not occur on Plucky, but
pkgProblemResolver still attempts to remove many of the desktop
packages.

To reproduce, install from ISO from releases.ubuntu.com; dist-upgrade,
and trigger pkgProblemResolver.

I'm not sure if this is expected behavior or not but would like to
confirm since removing the desktop seems like misbehavior.
