I've removed the Questing series target and updated the description and
tags to reflect the fact that rustc-1.88 is now the target most recent
release for 25.10. 1.89 shall instead be packaged for 26.04.

** Tags removed: questing

** Description changed:

Rust 1.89 was released on 7 August, 2025. A great deal of packages in
the Ubuntu archive rely on up-to-date versions of Rust in order to build
properly, and as time passes, the minimal supported Rust version (MSRV)
of crucial Rust-based packages increases. It is very important to keep
up with upstream Rust development to ensure that the latest Rust-based
Ubuntu packages can be built without issue.

Rust 1.89 also brings several fixes and new features, such as the full
stabilization of 128-bit integer support[1]. A full list of changes may
  be consulted below[2].

- As of 28 August 2025, 1.89.0 is the current stable Rust version. Getting
- rustc-1.89 into the archive means that we will be fully caught up with
- upstream. This is also the last target release for 25.10.
