I cannot answer the question if a previous kernel version worked, that's outside my level knowledge. I own the device since a few weeks... I know that the DELL Bios is pretty consistent, BIOS features like, what's needed in this case, are working with almost any similar DELL computer. It took me a while to nail the problem down to this bug, basically anything that's needed to make an IPU3 work, once the quirk is available, was tested and working fine.
