I've created a test package in a PPA with two patches applied. These do
not affect any public API or ABI. One is the move to utilizing file
descriptors and openat, the other the cherry-picked fix. I wasn't able
to work up a patch with just the cherry-pick safely and easily.

I tried to create a reliable reproducer without further patching and
didn't have much success. Essentially just a "proc hammer" spinning up
processes. I don't have a beefy machine available, so i don't think the
process create/delete pressure is enough on my machine to cause a
"miss." If anyone has a reliable reproducer and can test the PPA, it'd
be incredibly helpful
