This was a misunderstanding ... the default Canadian layout _is_ the
ca(fr). It's somewhat confusing, as you had to specifically select the
ca_enhanced variant in the past. But just choosing the ca layout, no
variant, is what we have to do now.
Sorry for the noise, entirely my fault for not trying the other
variants.
