That just means packages installed correctly after the workaround. (But if you try to reinstall both the mesa-vulkan packages, I bet you hit the same bug.)
Anyway, I apologize since I read your log incorrectly and misunderstood which files you ended up with. Here on Debian, the amd64 package installed first and then the i386 package gave me the error about shared file differences. If you delete the files in icd.d and install/upgrade mesa-vulkan-drivers:amd64, then Vulkan will work for everything except 32-bit programs.
