Subject: Confirmed on Dell Laptop - Wayland Session / libinput issue

  I can confirm I am experiencing this same issue on my Dell laptop.

  Symptoms:
   * Touchpad clicks (both physical and tap-to-click) are registered correctly.
   * Touchpad pointer motion does not work at all.

  Diagnostics:
  I've done some debugging and found the following:
   * Running evtest on the touchpad's device node (/dev/input/event*) shows 
that the kernel is correctly
     receiving motion events with axis data.
   * However, running libinput debug-events --show-keycodes shows no events 
when attempting to move the
     pointer. It only shows events for clicks.

  This suggests the issue lies between the kernel and libinput.

  Environment:
  This bug occurs in the default "Ubuntu" Wayland session.

  Given that this issue is specific to Wayland and the diagnostic tools point 
to libinput not processing
  the events, I suspect this bug may be more appropriately filed against the 
gnome-shell (as the Wayland
  compositor) or libinput package directly, rather than 
xserver-xorg-input-libinput?
