Public bug reported:

There is a change in behavior in wget 1.25, causing it to output
"Prepended http:// to" on stderr when called using just an address or
DNS name, even when called with `-q` for quiet mode.

While I'm sure there are good intentions behind this change with
security in mind, it has real world effects on breaking in the wild
system test suites.

The offending change has since the release of 1.25.0 been fixed in [0].
