Noticed this in the pi dailies; reported upstream [1] as it seems like something rust-coreutils ought to implement for compatibility (even if fractional seconds don't make much sense -- incidentally it seems like only fractional seconds are accepted, not fractional days / months / etc). Still, this should probably be corrected in update-notifier to ensure users aren't spammed :)
